I'm giving it a 3 only because of nostalgia. I watched this movie as a teenager and thought it was cool. Forgot the title and went on a decade search for it. Finally found the name and watched it only to realize I was an idiot as a teenager. This is not even one of those movies that is so bad it's good, it's just bad on top of bad. The story could have been interesting if they hadn't done it a dozen times before. The acting was not terrible but they obviously did not understand or have direction on the plot or characters. The music is top of the bottom public domain kind of music and just goes on and on and on, louder than it should have been and often didn't fit the scene.

We are introduced to a bunch of ho-hum, typical characters with no back story or anything at all interesting about them. The twists are dull and don't make any sense at all. The ending would have been interesting if not being confusing or horrible graphics (SPOILERS!), all I could think was "why is there an experimental bunker under the Golden Gate Bridge?" At least I think it was the Golden Gate Bridge...

Bad, bad movie. I see why they never released it on DVD.
